Midiendo el riesgo en las administraciones públicas

Abstract

La Administración Pública está en crisis y las encuestas muestran una elevada desafección de los ciudadanos con respecto a la clase política en general y a la Administración Pública en particular. Aprovechando la ventana de oportunidad que ofrece la crisis actual podemos aplicar una óptica del riesgo y preguntándonos qué percepción del riesgo de la situación actual de la Administración pública como institución tienen sus dirigentes e integrantes ante indicadores de bajo rendimiento y baja percepción ciudadana. Y es que sí no se superan las situaciones de riesgo existentes se puede derivar en una quiebra que afectarían aspectos como el equilibrio y la integración social, la equidad social, la estabilidad del mercado o la articulación de los intereses y grupos sociales, al tratarse de instituciones que tienen encomendadas transcendentes funciones en la sociedad. En este trabajo, se transita por el enfoque de riesgo como una variable a tener en cuenta en la planificación estratégica y que, a su vez, sirva a los responsables políticos para anticiparse a los cambios e implementar políticas públicas proactivas.

And if the situations of risk do not excel themselves it can derive in a bankruptcy that aspects can affect as the balance and the social integration, the social equity, the stability of the market or the joint of the interests and social groups, on having treated itself about institutions that they have transcendent functions in the society. In this work, one passes along the approach of risk as a variable to bearing in mind in the strategic planning and that serves the political officers to be anticipated to the changes and to implement public proactive policies.
