La Constitució de Weimar: la distribució de competències i el finançament territorial a l'inici del federalisme europeu

Abstract

El present treball tracta d’analitzar de forma sistèmica el sistema constitucional d’Alemanya segons el règim de la Constitució de l’Imperi Alemany de l’any 1919, començant per les institucions de l’Estat, el Reichspräsident, el Reichstag, el Reichsrat, el Reichskanzler; seguides de les institucions dels Länder, el repartiment de competències segons la Constitució, els diferents tipus de competències que n’hi havia. També pretén analitzar el sistema de finançament en aquest règim, tant del Reich com dels Länder, per finalment formular una proposta de sistema federal per a Espanya, així com un nou sistema de finançament de les Comunitats Autònomes.

The present work tries to analyze in a systemic way the German’s constitutional system according to the regime of the Constitution of the German Empire of the year 1919, beginning by the institutions of the State, the Reichspräsident, the Reichstag, the Reichsrat and the Reichskanzler; but also analyzing the institutions of the Länder, the distribution of powers according to the Constitution and the different types of powers that existed. It also aims to analyze the funding system in this regime, both the Reich and the Länder, to finally formulate a proposal for a federal system for Spain, as well as a new funding system for the Autonomous Communities.
