El equilibrio del poder blando Unión Europea - China y su relación con América Latina

Abstract

China y la Unión Europea constituyen dos actores importantes en el escenario global. De acuerdo con el concepto de poder blando, acuñado por el politólogo Joseph Nye, el poder de atracción para lograr objetivos políticos a través del atractivo más que a través de medios económicos o militares, lo constituyen recursos intangibles como la cultura, la identidad, las normas, los valores existentes, la política exterior. En este documento se revisará las acciones que tanto la Unión Europea como China llevan a cabo en su relación con América Latina y el Caribe. Se realizará una comparación de estas acciones para conocer cuánto poder blando aplica cada uno para potenciar su imagen y cuán efectiva ha sido esta política en su interacción con la región

China and the European Union are two important players on the global stage. According to the concept of soft power, coined by the American political scientist Joseph Nye, the power of attraction to achieve political objectives through attractiveness rather than through economic or military means, is constituted by intangible resources such as culture, identity, norms, existing values, foreign policy. This document will review the actions that both the European Union and China carry out in their relationship with Latin America and the Caribbean. A comparison of these actions will be made to find out how much soft power each one applies to boost their image and how effective this policy has been in their interaction with the region
