La misión civil de gestión de crisis de la Unión Europea “Eucap Sahel Malí” en el contexto de los problemas de fragilidad de Malí

Abstract

Desde 2012 Malí se enfrenta a una crisis multifacética que obstaculiza la seguridad, la gobernabi-lidad del país y la recomposición del Estado. Los reiterados golpes de Estado que ha sufrido el país, que lo han situado en el foco de atención de la sociedad internacional organizada, han agudizado esa situación poniendo de manifiesto no sólo la extrema fragilidad que sigue perjudicando a este Esta-do, sino también la falta de éxito de los distintos actores internacionales involucrados en el Sahel, entre ellos la Unión Europea. Frente a esta situación, el objetivo del presente trabajo es analizar la concretización material del compromiso de la Unión Europea en Malí, centrando el foco del análisis en la misión civil EUCAP Sahel Malí. Tras realizar un diagnóstico de la situación sobre el terreno, el artículo valorará críticamente la actuación de la Unión Europea en dicho país, haciendo hincapié en la necesidad de un replanteamiento de la política europea hacia el Sahel

Since 2012, Mali has faced a multifaceted crisis that hinders the country’s security, governance, and rebuilding. The repeated coups d’état suffered by the country, placing it in the focus of attention of the international community, have exacerbated this situation, revealing not only the extreme fra-gility which continues to damage this State, but also the lack of success of the various international actors involved in the Sahel, including the European Union. In view of this situation, the objective of this paper is to analyze, the material concretization of the European Union’s commitment in Mali fo-cusing the analysis on the civilian mission EUCAP Sahel Mali. After making a diagnosis of the situation on the ground, the paper will critically assess the European Union’s action in this country, stressing the need for a reassessment of European policy towards the Sahel.
