According to official statistics, cannabis is the most consumed drug in public places among the Spanish population. The objective of this empirical study is to analyze the influence of perceived characteristics of formal punishment, such as its severity and certainty, on (non)compliance with the norm of cannabis use in a public place, and to determine if there are other psychosocial variables, such as the influence social or legitimacy, which explain compliance to a greater or lesser extent, than these variables derived from the deterrence model. To achieve this, a survey was self-administered in two different formats, digital and physical, in a sample of 304 cannabis users. The results obtained after the bivariate analysis and the mathematical modeling of the (non)compliance of the norm do not show evidence in favor of the dissuasive effect of the norm, but rather of the influence that on the conduct has the perceived behavior of individual's reference group or his own value system, inviting to reflect on the effectiveness of elements on which public policies are based to motivate compliance with the rules.
