The protection of minors has been outlined throughout history, reaching its
peak in the 19th century. In the mid-nineteenth century, there was a growing
interest in the criminal rights and guarantees of minors in Spain. During the
Second Spanish Republic, child protection measures related to tutelary justice
institutions were implemented in our country, the action of the Council for the
Protection of Children and the Repression of Begging being of great interest.
The general objective of this paper is to analyze juvenile delinquency from a
historical point of view in the Second Spanish Republic. Analyzing child
protection measures and the first steps of tutelary justice in Spain, with special
reference to the Council for the Protection of Children and the Repression of
Begging. Subsequently, the profile of the minor criminal in Valencian territory is
analyzed. The conclusions of the work point to the period of the Second
Spanish Republic as a period of continuity in the protection of children, with an
intense work of protection of minors in the Valencian territory.
