This paper aims to analyze the Judicial Police system in force in Spain from the prism of the Local Police Forces dependent on the City Councils. For this, it has been based on a study of the design of the Spanish police model, with identical levels as the rest of the Public Administration, state, autonomic, with great differences between the different Autonomous Communities according to the competence framework established in its different Statutes, and local, despite not existing these Bodies in all the City Councils of Spain, exposing the different competences that the State and Autonomous Administration have over them. The work continues with an analysis of the evolution of the Local Police to pass, once the capacities of these Bodies are known, to define the different legal concepts in force in the Spanish legal system on Judicial Police from the most general and broad to the most specific and restrictive, distinguishing between functions of Judicial Police and Organic Units of Judicial Police that with a regulatory framework depend functionally on Judges and Prosecutors permanently. It is followed by an analysis of the current functioning of the Local Police developing functions of Judicial Police, as well as the possibility of creating Organic Units of Judicial Police in these Bodies, dealing with some of those already constituted. A vision of the future possibilities on these functions and Judicial Police Units ends the work that closes with the corresponding conclusions.
