The Patriotic Societies were the definitive precedent for the exercise of the right of assembly in Spain, which was not constitutionally regulated until 1869, when a regime introduced a multitude of rights that Spaniards were still not yet allowed to practise. Spain constitutionalised collective rights even with parliamentarians who did not quite see the point of it. If anything has characterised the right of assembly, it has been the fear that people could exercise such important rights more or less freely, since, in the face of abuses, it would be difficult to preserve the established order. It is a right that in some ways can be considered threatening for some politicians, since, although it is individual, it is enjoyed collectively, and this includes discussion of the political, of questioning what s established and standing up against what is already in law. If there is one thing that is clear about such a right, it is that it is an essential element in democratic systems, guaranteeing their proper functioning. The changes that began to be seen after the Glorious Revolution were present in Parliament from the triumph of the Revolution; there were celebrations from all parts of Spain, and thus, collective rights began with strength in the political scenario of the 19th century in Spain. The analysis of both the Debate of the Cortes and the regulations must be based on the history of the moment in which they took place, as it completely determined the life and extent of these rights, as well as the rectifications that were made to the laws or the very varied opinions that existed in society on the same issue.
