dc.description.abstractThe development process of a law in Navarre brings to light some particularly interesting features, one of which has still not been studied by the historians of our country: Parliament’s power to prevent a law approved by the King from ever coming into force. This was done by not including this approved petition in the documents required so that the Viceroy could sign the General Patent, by which the laws, once published in ‘las cabezas de Merindad’ (districts) of the Kingdom, would become effectivees_ES
